Is game are really art?
Some may agree but others not so much. Firstly art is meant to be something that creates emotions, atmosphere, inspire someone's imagination and be able to see it from a different perspective and you should be able to see that it took time and effort to make.
Kellee Santiago who is a designer and producer of video games says that games "already ARE art"
However Roger Ebert says that "To my knowledge, no one in or out of the field has ever been able to cite a game worthy of comparison with the great dramatists, poets, filmmakers, novelists and composers."
In my opinion no, game concept art represents the atmosphere and emotions that will be present IN the game, but not specifically the art itself. However some art, which may not be concept art but advertising art can be art, as it can create feelings and show a certain atmosphere. For example the artwork from the Metal Gear series which features the main characters, the artwork has its own artistic style but doesn't really represent the game.

Another example is the advertising art from the Assassin's Creed series, it's not concept art but it's meant to make you feel something and get you excited for the game at the same time.
